PORTLAND COMMUNITY REINVESTMENT INITIATIVES, INC. (PCRI) APPLICATION SCREENING CRITERIA
Thank you for your interest in renting with Portland Community Reinvestment Initiatives, Inc. (PCRI). When filling out your application, please answer ALL questions. We cannot process your application if any information is missing. Applicants will be chosen on a first come, first serve basis- in the order accepted. There is a $35.00 non-refundable screening charge for EACH adult applicant. Payment of this charge is not a guaranteed acceptance into PCRI’s housing. If your application is not accepted, your fee will NOT be returned.
ALL PAYMENTS MUST BE IN THE FORM OF MONEY ORDER OR CASHIER’S CHECK. WE DO NOT ACCEPT CASH OR CHECKS.

Your application may take 5 full business days to complete. The more complete your information, the quicker we can process your application.
GENERAL REQUIREMENTS 1. The primary applicant must be at least 18 years or older, or must be able to enter a legally binding contract. 2. Each applicant must provide two pieces of ID. One must be a photo ID. 3. Each applicant must submit an individual application. There will be a non-refundable $35.00 screening fee for each adult who applies. Unfavorable information for any individual applicant may result in denial of all applicants for the household. 4. Inaccurate, incomplete, or falsified information will be grounds for denial. 5. Social security numbers for the entire household must be provided. 6. If you are on the Section 8 program, you must provide a copy of your voucher, a copy of your “Request for Tenancy Approval” & “Lead Based Paint” forms 7. For income eligibility purposes, W-2’s and tax returns from the previous year must be provided. 8. Joint applicants must have verifiable joint rental history of at least 2 years from unbiased/unrelated sources.
INCOME 1. Gross household income must be at least equal to 1-1/2 times the rent. 2. All legal sources of income count. Income of all types must be verifiable, with at least 2 current pay stubs, tax returns, public support documents, etc. You will be denied if your source of income cannot be verified. If you are self-employed, the last 2 years of tax statements will be required to verify income.
EMPLOYMENT 1. You must have at least six months of verifiable employment OR a six month history of some type of verifiable income. You will be denied if you are unemployed and an alternative source of income cannot be verified.
CREDIT REQUIREMENTS 1. A credit report will be obtained on each adult person on the lease. Unfavorable credit information may result in denial of the application. Bad credit may not automatically mean rejection. Acceptance or rejection of certain credit situations is at the sole discretion of PCRI. If you have an unusual situation, please make us aware if this fact BEFORE your application is processed. 2. Unfavorable credit MAY be cured by additional security deposit. This is at the sole discretion of PCRI.
CRIMINAL BACKGROUND 1. A search of public records will be conducted to determine whether the applicant has any criminal history. Felony convictions within the last ten years may result in the denial of the application. 2. F.E.D.’s (evictions) within the last seven years may result in the denial of the application.
REFERENCES 1. Positive landlord references will be required. Parents, friends, and relatives do not count as “landlords”. In a situation where an applicant has only lived with relatives, additional security deposit MAY be required. 2. At least three personal references must be given, recent phone numbers included.
DISABLED ACCESSABILITY PCRI will allow existing premises to be modified at the full and complete expense of the disabled person if the disabled person agrees to restore the premises (per fair housing guidelines) at their own expense to the pre-modified condition. We require: 1. The applicant must have written approval before making modifications. 2. Reasonable assurances (in writing) that the work will be performed in workmanlike manner. 3. Reasonable details regarding the extent of the work to be done. 4. Names of qualified contractors that will be used. 5. Appropriate building permits and the required licenses must be made available for inspection by the landlord.
DENIAL If your application is denied, you will receive a letter from the screening company outlining the reasons for the denial and your rights. You have the right to dispute the accuracy of any information provided to the landlord by a screening service or credit reporting agency. If your application is rejected due to unfavorable information received during the screening process, you may: 1. Contact the screening company that supplied the information to discuss your application. The landlord will supply the name, address, and phone number of the screening company. 2. Contact the credit reporting agency to identify who is reporting unfavorable information.
Median Income for a Family of Four (Portland, OR): $66,900
Based on HUD Portland Area Median income as of December 31st, 2004 $67,900 for a family of four. Annual figures are rounded to the nearest $50.
These new guidelines should be used to determine program eligibility and to track Beneficiaries. Most Bureau of Housing and Community Development (BHCD) are tracked At 30% (very low income), 50% (low income), and 80% moderate income.
